Damelin missing in action

My brother has enrolled at this institution for a 4 year course. He is supposed to graduate this year March and my parents are struggling to get information on how he can obtain his results and diploma. His fees have been debited and is up to date, what is outstanding is his documents so he can start his career. Who do we contact? The offices are closed down in cape town. How can you ******* families who have paid hard earned money so their kids can have a future. I need assistance, who do we contact, where do you go too. No one is helping, Damelin you took their money and now you are missing in action.
