Passing there late payment interest onto tenant

Last year December electricity which I paid as an individual transferred to the landlord of the property, this is the beginning of all the problems.<br> <br> Once the electricity account transferred to the landlords name, the electricity accounts were never delivered to the flat, this eventually resulted in a late payment by Daleglen properties of electricity to the city of cape town. As they are the agents to the owner. This eventually happened a few times, resulting in my flat being disconnected due to non-payment of electricity, which was never billed to me on rental invoice/statement. <br> <br> This is after requesting numerous times from Daleglen that electricity has not been levied to my account, this resulted in a dunning and interest charge by the city of cape town on the account.<br> <br> This dunning charge and interest due to there administrative negligence has now become my responsibility to pay. Yet as mentioned was never billed on my rental timously.<br> <br> Yet when I was paying electricity as an individual none of these issues occurred as I always paid timorously and in full.<br> This issue and charge is now my responsibility yet, its the landlord and agent whom paid late? How is this fair???
