Parcel has been detained for more than 4 weeks!!!!

I had a shipment come in from China via DHL. I make sure that my parcels are not underdeclared, CBCU apparently randomly stopped my parcel even though I already paid taxes. It took them two weeks to notify the dhl agent what documents they require to release the parcel.
