CBCU - Holding Shipments/Parcels Ransom for No Legitimate Reason!

Taking weeks to release parcels of which ALL required documents and freight statements have been supp**** and then suddenly a penalty fee is charged to the customer. Is there *******ion/***** in the making between shipping companies and CBCU? If not, what's the 'so-called' hold up of customers' shipment when all the paperwork is in order?
