Are they really that stupid ?

So Im trying to import vacuum tubes. It looks like huge lightbulbs. The poor things are UTTERLY confused and HARDEGAT. They think it has to be TESTED by SABS. My God, how do you test a glass bulb ? Smash it ? Test it with WHAT Einstein ?

Its SPARES for God sake and most are 2nd hand from the 1960's!!
