Custom cookie cutters

I have made a order 2 months ago website custom cookie they sell cookie stamps and silkscreens you use on polymer clay. I have paid and the guy said that there where delays and so after a month i just ask if I'm going to receive my order and still have delays i just send my banking details so that i can receive my money back and still nothing.
