Stipend Payment

We are in learnership programme in Ndlambe Municipality Port Alfred. We attend everyday and we were promised a stipend of R1500 a month, if that is fair too. this programme started in November last year, we were given no stationery until we complained about it last month and were given books and pens. the learnership it about water and Waste water processes, we deal mostly about calculations, we doing level 3 and our entry requirement was Matric only, irrespective you have maths or not.

My query is we never given a specific date of getting paid, every month we get paid lately. I specifically left my kitchen job for this and i have bills that deduct every month end at my bank. today is the 7th of March and we have not received our last month stipend. We are expected to travel everyday to civic centre to attend the class. This programme is also runned by EW-SETA. We need help regarding Stipend and if is this the fair amount of stipend for such programme.
