lrefund not payed back as per agreed to

It's been over a month and they have not returned my refund, I keep calling and they either don't answer or keep saying they waiting for the Clint to pay them so they can refund me but that was not what they said me when I phoned them and said them stop with the first discount and give me the second offer.
