Not a real Ombud
My experience with the Community Schemes Ombud Service has been deeply disappointing.
CSOS was created to provide accessible, affordable and effective dispute resolution for ordinary people living in sectional title and community schemes. In practice, I found the process inconsistent, procedurally frustrating, and lacking meaningful accountability when material concerns are raised about adjudication outcomes.
The biggest issue is the gap between theory and reality. When adjudication processes appear flawed, the practical remedy is often the High Court, which is financially and procedurally inaccessible to most South Africans. That defeats the very purpose of an ombud system intended to provide affordable access to justice.
There also appears to be a lack of effective internal review mechanisms where parties raise concerns about procedural fairness, failures to properly investigate disputes, or incorrect application of the law.
I acknowledge that some officials within CSOS have been professional and responsive. However, the broader system requires serious reform, stronger oversight, better-trained adjudicators, and a practical internal review process to restore confidence in the institution.
This is not about wanting favourable outcomes. It is about wanting fair process, proper application of the law, and real access to justice.
Thank you for taking the time to share your experience. We are sorry to hear that the CSOS process did not meet your expectations.
We appreciate your acknowledgement of the professionalism and responsiveness of some of our officials. If there are specific aspects of your matter that require further attention, we encourage you to contact us directly so that we can assist where possible.

The CSOS
