CSOS referring all cases back to the body corporate for resolution!

I attempted to get CSOS about three years ago to mediate in a complex where the only pool was fenced off and converted into a single unit user pool to no avail! Why was this even created instead of a court similar to small claim court? They are utter useless and refer all matters to the trustees and the managing agent who either have no interest in the complex matters as they represented their own vested interest or don't have the time to indulge in everyday running of the complex issues! Which court can i go to instead of this other useless government entity just there to milk us! Had a similar experience with the Estate Agency Affairs Board (EAAB). When will we ever get the service we all deserve?
