CSOS non responsive

A dispute form with supporting documents was sent to CSOS in October 2023. One year later and we have only a received a ref nr. No futher action. The Trustees are still experience the same misconduct from the owner of a unit. Who at CSOS can I escalate this to as no-one there seems to want to work!
