Croydon House transporting with un-roadworthy vehicle

I drove behind a Croydon House vehicle used, I understand, to transport little children to their school. Not one single rear light was working on this vehicle. To my understanding, that means that the car was not road worthy. Shouldn't this be a concern to the school, and the parents of children using this transport? Especially now, when it is still dark until just before 7am.
