No cash back only exchanges

I bought a pair of trainers and didn't like them as they were very uncomfortable when I tried them on at home. Since I didn't like anything else in the shop I asked to get a refund. Unfortunately they said that they can only exchange the goods, not refund my money. Now I have a gift voucher which I don't want and would prefer my money back.I am sure this goes against the NCR act.
