Bad responce and management

I try to resolve and medical account from the FSDOH now for the last 2 years, every time I had to send them the proof of payment, every 3 months someone else contact me and the hole process starts over again. Since Feb 2013 I send mails, telephone calls ex. But no end of this matter. They had no obligation what so ever to end this or give any satisfactory answers what so ever. They are useless.
