Charging for a service that was never rendered

I made a loan enquiry online,it stated that I'm liable for what I would call commission,should the service be rendered,however,I never followed up.The banking details that I entered for a loan provider to deduct from,should my loan be successful were used to deduct this would be commission,even though I never got a loan nor followed up on my online enquiry for that matter. This creditpro has committed ***** on my bank account and now they have sent a letter of demand.
