harassment of the elderly and infirm

We have been harassed by these people many times in the last weeks. It is a case of mistaken identity. Which they would know if they actually took the trouble to speak to us when we answer the phone. My husband and I are old and infirm and it takes us a while to get there only to be greeted by silence. I don't know what they think they are doing but it must stop.
