Enquiries should not let credit scores drop so much

Goodday,

I understand the reasons of Credit Bereus to have a vredit score and penalize consumers on hard enquiries, but if you open a non credit account they take an hard enquiry, some times 2 or 3 and a credit enquiry they take also sometimes 2 or 3 enquiries and this makes a consumers score less. There must be legislation that allows a consumer asleast 10 enquiries a year before a consumer should be penelized. I understand reckless lending but an enquiry now and then should not influence credit scores on Transunion, XDS, Compuscan or Experian. Please look into this because we as working public and consumers need support.
