Completed quote never delivered

When first meeting with Create a Landscape we discussed a total budget for our project. They delivered a beautiful design, but with numerous exclusions from the quote (it only included hardscaping, not plants, and even had exclusions from the hardscaping quote such as specific planters we had requested). We requested a few changes to the design and for the quote to be adjusted accordingly, as well as for pricing on the excluded items to be included, especially on the plants as this was likely to bump up the total budget significantly. We received an adjusted design, but it was not at all in line with the changes we had requested, and still no pricing on plants or excluded items was received. We followed up numerous times on this and were told each time that they were extremely busy and would get it to us the within a few days, which never materialised. The initial design was discussed in early September and, nearly 7 weeks later (a few weeks after the project was initially set to start) we are still awaiting a complete quote, despite having paid in full for these design services.
