System to suite Mall and not clients when paying for parking

Why are the parking payment machines not setup to give notes as change? Its very irritating to insert a R50 note and get a bucket full of coins as change. This might suite the OPERATOR but definitely not the clients. The lady in front of me commented she feels as though she is at a casino hitting the jackpot when the coins come tumbling down. ALL other malls that we visit give notes!!
