Failure to issue certificate

I did a short course in ISO 9001:2015 last year 2019 in August. I tried my best to get my certificate to no success. Instead, the same lecture sends me the information about other short courses and application forms. The institution is Cape Peninsula University of Technology in Cape Town, Bellville Campus.
