roof and ceiling frank flat repairs

Westbury Newclare. we have been living in the shamefully situation for a while now our Roofs blow over when its raining and the wind blows hard we must pray that we dont get carried away with the winds our whole top floor is a mess the ceilings was repaired a while ago meaning 5 years back. we have asked the council to please assist wit h the repairs of our ROOFS but since i have been a child living with my Fathers we have these roofs and that is 45 years back. please can we get some attention for this matter as it is getting out of hand.
