What's the labour Law in retail about yearly increase rate per hour???

I've been part of Cotton on Group- Typo(RSA) for about 3 years now and of those 3 years the hourly rate has only increased once, whereas management positions salaries increase at a certain amount every final year end. Is there any law that supports this doing, of the hourly rate not being increased yearly?
