How can stores put sale signs right above goods the special does not apply to?

We recently tried to purchase two sleeping gowns for kids right under the 450 for 2 sign, only to be told by the shop assistants that gowns are not sleep ware and that the sign did not apply to the gowns. The signs are literally right above the gowns. This is unacceptable.
