Cotton On fails in its duties

I placed an order with Cotton On for Christmas presents earlier this week and paid extra for on-time delivery. The package has never arrived. Cotton ON has chosen the company Dawn Wing to deliver its goods and as such it should assume some responsibility for non-delivery. There is no place on the Cotton On website to lodge a complaint or help request. They are absolutely useless - though not nearly as bad as Dawn Wing.
