Lack of Response on Communication

I have a query and have mailed three times asking for assistance. I have only been told that this has been sent to my "relationship manager". Absolutely no feedback what so ever. I have tried calling direct, the lines are constantly engaged. I have gone a step further and sent an enquiry to contact through the website. Twice the phone rang once and the call was ended.
