Rights violation

This company is stilling from poor people I'm telling you. This month they sent me a tax invoice of R733 for water excluding VAT Which is R109. 95 for the period of 2021-07-31 to 2021-08-17 which I don't understand because I'm staying with my partner and my two kids. Electricity of R957. 61 and VAT R143. 64. I went to ask them where are they getting these meter readings because ever since I started to rent I never paid such amount for only water as if I'm paying petrol. I use to stay in Arcadia paying water for only R150 for the whole month if I have visitors. now I'm staying in Sunnyside paying this amount without a visitor for only two weeks which does not make sense to me and it won't until I get answers. I feel like they're taking advantage of people and as a black young South African I feel like they are violating my rights. Where should we live? No Tshwane Municipality do something about this.
