Refund not being paid since July

I had an account with Constantia Metering while I was living in one of the Flats they are servicing and I moved out on the 31 July 2021,I contacted the lady called A.Groenewald who suppose handling my account and she sent me a termination form ,and asked me to fill it in and include my ID copy which I did on the 4th August,till today I haven't received my refund which is R480 instead she has been taking from pilar and included the racial emails since,I am black and not their priority they have better clients and she even refuse to give me the contact details of her manager,I hope I will be assisted her in this platform
