Lack of service!

She doesn't respond to my e-mails/requests and when I do receive any feedback it's normally unhelpful and unprofessional. Now, I'm still awaiting my invoice for the month of may to be able to make payments, but after countless e-mails sent to her, I don't get any response back... and then they want to charge me for late payments, but how can I make payment without an invoice?
