Inappropriate deceit

Constantia metering continues to deceive me as a pensioner. My water usage as attached actual 01885 on the meter yet Constantia is billing me for estimates. The electricity attached actual 37585 and the same with the electricity cannot pay estimates 46472 as upon visiting Tshwane. Tshwane mentioned Constantia metering never pays on time when they bill us we obligated to pay monthly and also constantia charges tenants estimates as they rob people hence have approached an attorney. To date they have not refunded my deposit.
