electricity disconnection threshold

I made a short payment on my account of R249 last month and now my power is disconnected. I called their offices and they informed me that even if I were to owe 5 cents they will still disconnect and add a warning fee for R149 and reconnection fee for R700. how unfair is that when is not even stipulated in the contract. Are they even regulated by nersa?
