Constantia Metering Pretoria not refunding my closed account

Constantia Metering Pretoria are not refunding my deposit after I have closed an account since 20 June 2018. I called their offices in numerous occasions but they always say their system is down I should call after 1 hour.

Remembering that before I closed my account, they could disconnect my water just because I did not pay only R20.00 for the sanitation but now they are failing to pay back my deposit of almost R450.00. R20 is important to them but they now see my R450.00 as not important to me. Thats bad service.

They don't even make follow-ups after I even left my contact numbers should their always offline system decide to be online.
