Outstanding refund/Insurance money

Good day I am writing this on behalf of my father. He is a business man and had insured his taxi with this company through a broker. More than a year ago (2022) the taxi was involved in an accident and they took the car and promised to give him money in exchange. We understand that the company was liquidated but, this is also a huge loss for my dad as the taxi was used for business. Till today he hasn't received anything; no taxi no money. December 2023 they had promised to pay up but we haven't received anything.

Can someone please assist.
