Outstanding Payment for approved claim

My car has been at the workshop since September due to non payment. My claim was authorized in September but they have not paid to date. My quote was 39k and they approved for 25k which is still not paid. I have been sending emails with no response and my car is still at BMW as I can't raise funds due to being unemployed.
