tenant of concord nr13 flats

This lady is a manager of concord flats. 4 months back I moved into the flat nr 13. Moved into the flat which had broken windows which she promised she will fix till today never did. Also the gyser leaks which she also promised to fix and now is charging me for the water because I use too much..a day ago the geyser burst and she is doing nothing about it..my mother asked for the rent invoice and she drew up an amount I have no idea about and every time we call to enquire about problems she tells me she is busy with a very rude tone and is never too busy to receive rent and I have never been late on paying rent.
