Overpaid Settlement - Incorrect Info Provided (*********) REFUND REQUIRED

Is it ethical to provide settlements offers to someone in debt then allow them to overpay. then advise them of the real discounts thereafter. I have alot of debt to pay, I want my refund of R 1091.
