Worst Renting Complex to stay

LA Bella complex in Gordon's Bay - No where you signed a contract to say they are allowed to send you a fine only in their rules. They don't give you a warning first or second they only send you a bill then accumulate the next month double if not paid and deducts from your deposit. I never received the rules and my son jump off a bench into the swimming pool. No one made contact with me to say what happened the security reported the incident and then I received the bill when I questioned it Trudie Oosthuizen refuses to listen and bills the next month double she has no customer integrity. Is this legal what they doing. Also the complex is pet friendly the person that moved into my place was billed R225 for dogs barking then a second time over R450 to be paid. I don't think this is legal and then they want to give her two weeks notice to move out due to dogs or give away the dogs
