Bogus architecture

We found a builder through Bark and the builder referred us to an architect based in Durban called Usthani.We paid this person R22 000 after meeting up with her.The money was the deposit for her to draw the plan for us as we wanted to build from scratch.She promised to give us the draft plan 3 days after payment that was on the 16th of May.She failed to fulfill her part of the deal ,we then asked her to give our money back and she agreed to do so.But till to day we are still waiting for her to pay back our money. She is giving us one excuse after another and we do not know what to do now.
