Declined for housing

I am a single mother of two with no other safe option left. Is there a process to appeal the descion. Ireally need accommodation . Anyone please help me

in the article communicare it states “ in the exchange for the governments investment out development , we are targeting families very low income. We are trying to give opportunity of decent housing to these families” yet you decline me. I am a mother with two children. I currently pay R3500 rent, you received the letter from the debt review company that I am paying my accounts . You cannot even offer me a cheaper option of a one bedroom house.
