Failure to reimburse paid amount

In January 2020 I ordered and paid upfront for set up fees and concrete pumping from Comberero. The concrete could not be delivered on the day, and it was agreed with Thapelo, an employee of Comberero, that I would forfeit the set up fee, but would be reimbursed the amount for concrete pumping (approximately R3500). Since January, I have been waiting to be reimbursed, despite repeated undertakings and assurances that the amount would be transferred to my bank account. Thapelo has repeatedly advised that while the amount has been loaded, it can only be released by Busi Sitole (a manager and chartered account). To date the company has failed or is refusing to reimburse me.
