Damage- Installation Optic Fibre

I live in a complex in Pretoria, optic fibre was installed in 2017 by Com Service Solutions, making a total mess of my garden and patio as the work was done by total *********** people without my consent. After complains from other owners they started installing fibre outside of the yards, but my garden was already dig up and a huge ditch destroying my patio, stepping stones and stones was just covered up after they were finish. Our Corporate Body as well as Administrator of the complex got involved and contact these people. They came out, gave us all their information and suggested they will pay for damage if I will take responsibility to fix it, so I got a quotation and was send to them, Corporate Body and Administrator kept in touch with them and every time they said money will be transfer as soon as invoice is approved by head quarters, the last time they said it will be paid in 7 days time. Well till this day no payment was made by them, the value of my property is hugely influenced by this unbelievable damage and mess in my garden made by this company. Who are these people and who contracted them? Because they should also take responsibility for the damage.
