Ridiculous billing procedures and threats

We are constantly receiving calls and threats from them that these people that thet will blacklist us. We have paid an outstanding medical bill plus collection fees in January, but they still threaten to blacklist us. We try to contact the ombudsman, but we did not get any response from them.
