They Making it difficult for to get my car repaire

I have insurance for scratches and minor dents with Collision Management Centre and they can pay up to R3000.00. I made 4 quotation, three of them are cheaper and I can afford to pay extra amount but they said to me they don't recognize those panelbeaters. The panelbeater which they recognize their quotation is expensive and I cannot afford to pay the extra amount. I sent them the pictures of the car where it has cratches. I said to them I just want my car to get repaired by any panelbeater which I can afford to pay the extra amount. They said to me if I go to one of those panelbeaters I should pay my money and they will refund me my money after they have inspected the car. I don't have money and I will never have money because my car is covered they are should pay
