No certificate after graduation for many months

On the 11th of March 2015 at 14:00 pm I went to the College of Cape Town for the second time this year to request the certificate of for my cousin Randy Mgoqi who graduated from Tourism. In January I was told that they were following up with Pretoria. Three months down later when I heard the same excuse I requested to know when the follow up was sent and to whom Mr February spoke to. I had to wait for him to come back after his 1 hour lunch time had passed. He said I was being abusive for asking such and called his superior who referred me to someone who is on leave. I was told there are students who have not received their certificates over the last three years.
