My right to get educated is being violated because of giddiness of the school

I'm a student of college of cape town i need help i wanna know is the college a private o public TVET? I couldn't get registered because i owe money which i can't get registered because of it. Which is fine. I'll be doing my last Certificate which is N6. The arrangements they made are way out of my pocket because I'm a student. I'm seeking help because i want to finish my studies and pay their money when I'm working. What is the purpose of applying for NSFAS if they gonna expect me to pay huge sum of amount i owe? My right to get educated is being violated. I don't know where to go if someone can offer me help I'd be happy. I want to finish what I've started and i feel helpless now please i need your help if you're reading this. Mr Blade Nzimande once said Education in TVET colleges is free and we don't have to pay for anything for education. I need support on how to challenge this matter to the court please help i need you!!
