why are complaints to COGTA ignored

Why is it that emails to COGTA and Minister Pravin Gordhan are never rep**** to. We the public and Voters have the right to complain and to have our complaints addressed. All that is happening is that extreme increases are enforced, Taxes are increased and services are virtually non existant.
