Cognition Holdings generator noise complaints

Cognition Holdings is located within a residential area. They have a loud generator that powers up whenever they're on a load shedding schedule, which is different from the one we have. The generator noise has been an issue keeping me awake at night for months. I have been renting the garden cottage on this property for about 2 years now, and I submitted a noise pollution complaint the Department of Environmental affiars about 9 months ago. The issue has not been resolved. They were ordered to install generator silencers over the months, yet nothing has been done. The communication between the company and the Department was agreed upon the silencers to be installed.

Right now, it's 5:13 am, 9 months later, and this generator has been making noise non-stop since yesterday morning. It is the weekend, yet I do not have peace. I have not slept. This noise causes me to have headaches and become agitated. I struggle with anxiety, and this makes it even worse. I can not study, reading or have peaceful sleep with the noise. There has never been load shedding that lasted 2 days straight. The fact that the generator is still on is unacceptable.

For such a big company, I fail to understand why it is difficult to install silencers.
