Over billing

Please assist as my billing for water and electricity on the 19th of February 2020 was on R67.73 and on the 20th of February 2020 I was on R-960.24 and on the 23rd February 2020 I'm sitting on R-1034.56 when I called this morning I was told that they haven't been sending the bill for water for the past 2 months I never received any kind of communication from them stating that they have a problem with their billing system and now they telling me that it's my account I need to pay it off
