Inaccurate Usage Billing

I’m not sure how they measure usage for water or electricity but it’s ridiculous. We once had a blackout but the usage fees remained the same and their excuse was “it must have come back in intervals and I wasn’t aware”. I load a set amount every week and whether I’m there or not, the usage remains the same.
