Poor service from Ward counselors office

Trying since beginning of January to get hold of him I'm living on property with a extended dwelling His office asked me who lives in the extended dwelling for a AFFIDAVIT to turn on our water So they did but extended dwelling doesn't have water I Email his office about 5 times just to investigate why there is no water at the extended dwelling DOESN'T have water for almost 8 years PLEASE HELP
