CNA Woodlands - Worst Customer Service

We bought a packet of 4 Pilot Frixion Ball point pens from CNA Woodlands, but only 2 of them worked. The other 2 seems like the ink is sitting half ways in the refill so not working. Took it back to CNA Woodlands where we bought it, but they only say it is not there problem, so they will not refund or replace.
